That highly depends from your definition of a vampire.
In the modern days, many people consider that any human psychic with an energy deficit is a vampire. This is a definition that I consider to be completely wrong. Any human soul, by the means of subtle bruises, wounds, psychic attack or even depression can exhibit vampiric traits by the lack of energy, however that does not make them a vampire. They are still humans, owners of a human soul, but expressing vampiric traits out of a condition.
A real vampire is a whole different thing. The soul of a vampire is not human. That is why they are considered to be otherkin, owners of an non human soul.
Their souls are different in nature and in terms of subtle anatomy, having a different genesis than the soul of a human.
